Joseph E. Marine, MD, MBA, FACC

Joseph E. Marine, MD, MBA, FACC, is a cardiologist specializing in arrhythmia care who practices at the Johns Hopkins Hospital in Baltimore, MD. He attended Yale College and UCSF Medical School and trained in internal medicine, cardiology and electrophysiology (EP) at Brigham and Women's Hospital, Boston Medical Center, and Beth Israel Deaconess Medical Center.
 
He is a professor of Medicine at the Johns Hopkins University School of Medicine and holds appointments as vice director of Operations in the Division of Cardiology and section chief of Cardiology for Johns Hopkins Community Physicians. He has served in numerous roles in the American College of Cardiology (ACC), including chair of Board of Governors, secretary of the ACC, chair of the Membership Committee, and editor of the EP Self-Assessment Program. He has served on writing committees of several ACC and HRS guidelines and consensus statements and has co-authored over 300 original articles, reviews, case reports and book chapters in the field of arrhythmia management, quality of care and health policy.

Akshay K. Khandelwal, MD, MBA, FACC

Akshay K. Khandelwal, MD, MBA, FACC, is the system chair for the Department of Cardiovascular Medicine at Allegheny Health Network. He provides strategic and operational oversight for about 90 cardiologists, 60 advanced practice providers and 23 fellows-in-training in an 11-hospital system, embracing a shared-risk model of care.

He obtained his medical degree from Bangalore University in India, and completed residency, a chief residency, a cardiology fellowship, and an interventional cardiology fellowship at Henry Ford Hospital in Detroit, Michigan. He completed a Master of Business Administration at the University of Tennessee. Prior to leaving Henry Ford Hospital, he worked as the associate medical director for the Heart and Vascular Service Line, served as a member of the Board of Directors for Mosaic Accountable Care Organization, and chaired the State of Michigan's STEMI Systems of Care Task Force – which resulted in funded legalization to organize STEMI care throughout the state. He is a clinician-educator with an interest in complex PCI, STEMI systems of care and critical care cardiology. He has nearly 50 publications in cardiogenic shock, acute coronary syndromes and PCI.

Khandelwal has served in various roles at the ACC, including as chair of the Board of Governors; secretary of the Board of Trustees; president and governor of the Michigan Chapter; member of the Annual Scientific Session Program Committee; chair of the Digital Transformation Task Force; member of the Health Equity Task Force; chair of the Investment Subcommittee; and member of the Finance Committee. He currently serves as chair of the Finance Committee as well as treasurer for the ACC.

Michele Frymoyer, MHA

Michele Frymoyer, MHA, is vice president of Operations for MedStar Ambulatory Cardiology. For over twenty years, Frymoyer has led ambulatory cardiology services within 23 office and eight hospital locations spanning a wide geography, from Baltimore

to DC, and throughout suburban and southern Maryland. She currently coordinates the cardiovascular care of patients within the community by working with nearly 80 physicians in the following specialties: non-invasive cardiology, interventional cardiology, advanced heart failure, electrophysiology and vascular surgery.

Michele is responsible for strategic planning, practice operations, financial management and professional development of physician and administrative leaders within MedStar’s ambulatory cardiology services. She led the successful integration of a private cardiology practice within MedStar Health, opened 20 offices in new geographic markets, developed a new virtual care model to improve access, and created a systemwide Cardiology Practice Council representing over 150 cardiologists at all MedStar locations.

Samuel O. Jones, MD, MPH, FACC

Memorial Hospital for Chattanooga Heart Institute

Samuel O. Jones, MD, MPH, FACC, works as director of Inpatient Electrophysiology at the Memorial Hospital for Chattanooga Heart Institute. He is past chair for ACC’s Health Affairs Committee and previously served as co-lead for the electrophysiology service line for the CommonSpirit Hospital System. Jones serves on the ACC’s Board of Trustees and the Board of Trustees for the Chattanooga Medical Society.

He is board-certified in Cardiovascular Diseases and Clinical Cardiac Electrophysiology and is an FACC, as well as a Fellow of the Heart Rhythm Society. He retired as a Colonel from the United States Air Force from San Antonio Military Medical Center in 2017, where he was associate professor of medicine for the Uniformed Service University of the Health Sciences and served as faculty for the cardiology fellowship for 10 years.

Jones completed his fellowship in Clinical Cardiac Electrophysiology from Brigham and Women's Hospital in Boston while earning a Master of Public Health from the Harvard School of Public Health. He completed a fellowship in Cardiovascular Disease at Lackland Air Force Base in Texas. Jones earned his medical degree from the University of Alabama at Birmingham and an undergraduate degree from the United States Air Force Academy in Colorado Springs, Colorado.

Jones had a distinguished military career, where he served as both the cardiology consultant and chief consultant of Internal Medicine Services to the Air Force Surgeon General. He served as an F-15 flight surgeon while based at Eglin Air Force Base in Florida and spent time both deployed and on manning assists. His professional interest has centered around sports cardiology and sudden cardiac death. He has remained active in the ACC, chairing the Federal Cardiology section and serving on the NCDR Oversight Committee, Board of Governors from 2012-2015, and Tennessee State Chapter Council from 2018 to present.

Larry Sobal, MBA, MHA, FACMPE

Larry Sobal, MBA, MHA, FACMPE, is CEO of the Heart and Vascular Institute of Wisconsin, a free-standing independent cardiovascular facility and practice that unwound its employment from a local health system in April 2019 and returned to independence.

Sobal has more than 35 years of experience in medical group leadership, hospital leadership, insurance and consulting. He has served on the ACC’s Health Affairs Committee and CV Management Publications Committee, and MedAxiom’s Advisory Council.

Sobal earned dual master’s degrees from Washington University in St. Louis, including a Master of Health Administration and Planning from the School of Medicine and a Master of Business Administration from the School of Business. He is also a Fellow of the American College of Medical Practice Executives.

Thomas A. Draper, MBA, MAACVPR, FACC

Thomas A. Draper, MBA, MAACVPR, FACC, currently serves as vice president, Administrative Lead Clinical Service Lines, and for the Center for Cardiovascular Care, which is part of the Wellstar Health System in Marietta, GA; he has been there since 2020. There, he administratively oversees the 13 clinical service lines and serves as the lead administrator for the cardiovascular service line encompassing 9 cardiovascular hospital programs, 29 outpatient cardiology clinics, 8 cardiac and pulmonary rehab programs, 110+ cardiologists and 85 advanced practice providers. He has 20 years of administrative experience within the cardiovascular service line, overseeing clinical program development and operations, quality and performance excellence, recruitment and retention of providers and administrative teammates, and financial management. His leadership experience has included all aspects of the cardiovascular service line, including surgical, interventional, imaging, ambulatory, research and rehabilitation.

Prior to joining Wellstar, Tom spent 7 years at Atrium Health in progressive leadership roles with the Sanger Heart & Vascular Institute, including serving as vice president for Hospital Operations. Prior to Atrium, he spent 14 years at the University of Michigan Health System in Ann Arbor, MI, in a variety of roles, including clinical and administrative roles in cardiac rehab, as administrator for the Section of Vascular Surgery, and as the director of Clinical Operations for the Frankel Cardiovascular Center. In his previous roles at the University of Michigan and at Sanger Heart & Vascular Institute, he has overseen the strategic development and implementation ofseveral multidisciplinary programs, such as complex aortic and structural heart programs.

He is an active member of several professional societies and a past president and master fellow of the American Association of Cardiovascular and Pulmonary Rehabilitation. Additionally, he is a past president of the American College of Cardiovascular Administrators and served on the Board of Directors of the American Academy of Medical Administrators as treasurer. Tom is a past co-chair of the Cardiovascular Administrators Dyad Leadership Workgroup and a member of the CV Management Council of the American College of Cardiology. As a recognition of his work within cardiovascular leadership and within the ACC, he was awarded Fellowship with the ACC in 2021; only the second cardiovascular administrator to receive FACC at that time. Tom currently serves on the Professional Medical Liability Insurance Work Group for the ACC. He has co-authored several publications, presented more than 25 abstracts, and has been invited to speak at more than 70 local, regional and national meetings on a variety of cardiovascular, program development and leadership topics.

Tom has a bachelor’s degree from Central Michigan University and an MBA specializing in healthcare management from Davenport University in Dearborn, MI.

Toniya Singh, MD, FACC

St. Louis Heart and Vascular

Toniya Singh, MD, FACC, is an invasive cardiologist and a partner at St. Louis Heart and Vascular in St. Louis, MO, where she has practiced since 2003. She completed her medical degree at Lady Hardinge Medical College, University of Delhi, followed by internal medicine residency and cardiology fellowship training at St. Louis University Hospital, where she served as both chief resident and chief fellow.

Dr. Singh is board-certified in cardiovascular disease and internal medicine by the American Board of Internal Medicine. She holds hospital affiliations across the greater St. Louis region. Dr. Singh has served as chair of the Women in Cardiology Council for the American College of Cardiology (ACC), governor of the Missouri ACC, and chair of the National Cardiovascular Management Council. She is a passionate advocate for gender equity in medicine, and working on the recruitment, retention and advancement of women cardiologists.

Dr. Singh has been recognized as a Castle Connolly Exceptional Woman in Medicine, a Saint Louis Magazine Top Doctor, and a recipient of the Saint Louis University School of Medicine Alumni Merit Award (2024). She is also a TEDx speaker and a prominent voice in cardiology leadership and physician well-being.
